[Bug 784] HAVE_TCSENDBREAK missing from acconfig.h

That may be the case...  at least it works with 2.53.  It seems I
jumped to a premature conclusion because HAVE_TCSENDBREAK wasn't
listed in acconfig.h and I didn't realize configure would add it
automatically.  I think you can close the bug.
