You can already use ssh as a "poor-man's VPN" if you use "ssh -D" and a 
socksified IP stack, eg Hummingbird's stack for Windows or a platform 
with built-in SOCKS support, such as AIX 4.3.2 and up (and Mac OS X?).

It's normally a hell of a lot easier to make work over proxies (compared 
to, say, IPSEC).
