patch adding none cipher/mac for ssh v2

Thank you for taking the time to send your responses. Since it looks
like the patch won't be applied, please count me as one more user who
feels openssh shouldn't dictate policy.
As a final note, I'd like to point out that kerberos allows the user to
choose whether their session is encrypted or not. So aside from the few
people who may have argued the point on the openssh mailing lists, there
are groups of people out there who want this choice.
