Banner Won't Display

Hello.  I've installed the newest version of OpenSSH (version 4.2
portable) onto my Fedora Core 3 system.  Now, the banner won't display.
  I even tried copying the banner to my root directory "/", chmodd'ed it
appropriately, changed my config file appropriately "Banner /ssh.txt",
and the banner still won't display.  Any ideas as to what I have done wrong?
