Commit process, etc

Hi folks:
I'm making some local additions to sftp-server.c to add an event handler for
the different SFTP transactions (e.g. process_open).  This is in support of
our web publishing system which uses LDAP to enforce file and directory
permissions (we've done this to decouple permissioning from the underlying
file system).
Anyway, this is my first open-source project of this nature; and I'd like to
know if there are URL's/FAQ's out there to help me answer the following:
- How would I determine if there's interest in commiting these changes?
- If there's interest, what is the process? 
- If there's interest, is this mailing list the right place to discuss
technical aspects of these changes? (For example, if there's a chance that
these changes could be committed I would want to ensure that my changes are
as much in the spirit of the original code as possible)
