I think it's ok but I just want someone to sanity check the monitor
changes, particularly the MON_ISAUTH -> MON_AUTH bits.

The difference between those two is the MON_AUTHDECIDE flag which is used
in two places: the "unexpected authentication" check, and the auth_log
logging.
