Shot in the dark, does reverse DNS work for your 10.x.x.x addresses from 
the server back to the client.  If you issue a:

$ dig -x 10.x.x.x

 From the server system using the clients IP, how long does it take to 
return a response?   If you have a delegation setup and they are not 
opertional or routable then the resolver will retransmit out the 
requests before failing and passing control back to SSHD to continue.
