support of locale

When I ssh to a server, the locale information is set to "C" regardless
of the settings in the /etc/default/init. 
 
For example:

LC_NUMERIC="C"
LC_TIME="C"

LC_MONETARY="C"
LC_MESSAGES="C"
LC_ALL=
 
root at server: />cat /etc/default/init

If I telnet to the server then the information shows correctly:
