Programs run over ssh aren't getting real ttys.

This embedded system is almost like a normal system (The only real
difference is that it has no hard disk, and / is mounted on
/dev/ram0). I'm using the same kernel as I use on several other
systems as well as the same build of openssh.

About /dev, it contains everything that the working systems do (I
created it with cp -a /dev/* ./initird_mnt/dev/).... all the other
systems use udev (rather than static nodes), is udev needed for pty
support? Is there anyway to get openssh to use pttys when udev is not
in use?
