Bug #1129 (umask for internal-sftp) or fixing bug #1599 ?

Is part of the sftp-server/sftp improvements happening this summer  
including the -u feature for setting the umask?    Or looking at  
#1599?  I've just ran into this case myself where either bug would  
make things a bit cleaner than running two sshds since I need a umask  
set for sftp and chroot ability.
