Including the latest Cygwin-specific changes, OpenSSH from CVS builds
fine on Cygwin 1.7.  The testsuite runs successfully with a single
exception.  The exception is sftp-glob.sh, which is an expected failure
on Cygwin due to the slash/backslash weirdness on Windows.
