[Bug 2371] New: make check fails when using --without-openssl on AIX

FYI - when built without --without-openssl (please forgive the 'double
negative') --

make[1]: Leaving directory `/data/prj/openbsd/openssh/openssh-6.8p1/regress'
all tests passed
