Can't SSH into my server

Hi I have an Ubuntu 16.04 LTS server. Trying to set up openssh. I have installed openssh-server and openssh-client. When I try to login via a terminal i receive an Alert that says Unable to connect with server, please try again later. Any ideas what I might need to do?
