[patch] mention legacy.html web page on ssh manual page

Please enhance the Usability of the manual page documentation for ssh
by mentioning https://www.openssh.com/legacy.html.  This would have
saved me time discovering how to interoperate with old implementations.
The attached patch also cross-references the -G and -Q command-line options.
