Thanks.  I checked using a second network:

The error does not show up when using a different, much slower network.

The error does show up using the main network using my router via 
Ethernet and using the ISPs router via Wi-Fi, both on the same 
ISP-provided adapter.

So I conclude that the error is not OpenSSH related, and probably 
something to do with the main network or its paraphernalia.

Thanks to those that answered both on-list and off-list, and sorry for 
the distraction.
