disabling local-to-local transfers?

Hi all,

I think it would be best if someone that feels strongly about this take 
the time to submit a proposed patch. That way the developers can see if 
it fits in with their work and determine if it's supportable over the 
long term. It would also give the rest of the community something more 
concrete to think about. Absent a patch there really isn't much to go on.
