IPv6 addresses in URLs + where should patches be sent?

I submitted https://github.com/openssh/openssh-portable/622 to
implement IPv6 addresses in URLs.  Should I send this patch, and
future ones that aren't specific to the portable version, to this
mailing list instead?  I noticed the last review was in February,
and I wonder if this the developers check this list more often.
