Understood.
Things then veered off for me into why is the motd still being displayed 
regardless of LogLevel or -q being specified.
Turns out there's a thing calld pam_motd in Linux PAM
https://github.com/linux-pam/linux-pam/tree/master/modules/pam_motd
which doesn't care. :/
