The default for --with-$something flags (ie $withval in configure.ac)
is "yes".  In OpenSSH's case, many of the --with-$something take
arguments that are paths and I could imagine "yes" ending up being
interpreted as a path.

That said, so far I haven't been able to reproduce it so I'm not
entirely sure.
