how not to use rsa

Does openssl have to be built with rsa support to be usable by
openssh?

I did not specify `rsaref' to config for openssl, and only after I
installed and tried to start sshd when I got the error 

Starting sshd: ssh-keygen: no RSA support in libssl and libcrypto.
