scp does not die w/ error codes as ssh.com's?

Hi,

It appears that scp from OpenSSH and SSH.COM work differently here.

For example:

---
server $ touch a b ; chmod 000 a

client $ touch a b ; scp a b user at server:~/
---

OpenSSH copies file b while SSH.COM scp dies for no perms after failing to
copy a.

I take this is considered a feature ?
