2.9p2 behaves different from 2.5.2p2 on tunneling issue

BTW, just in case it could be important.  The foreign server on the
other side of the tunnel is running some F-Secure 2.0.12 on a SunOS
5.6 machine.  The local client machine is a Linux i386, kernel 2.2.19.
