Did you "cvs update -d"? I had the same problem, as without the -d
option cvs will not create new directories.

Anyway, it seems that some binary is delivered in scart/ (in uuencoded
form which is unpacked when doing make install).
My HP-UX box, which installs with the "-s" (strip) option, delivers
an error message, as the strip command obviously cannot handle this
binary (Ssh.bin).
