Funny, "configure --with-default-path=..." still works for me in
Portable OpenSSH 3.0.2p1.  I get

/* Specify default $PATH */
#define USER_PATH "/usr/bin:/usr/sbin:/sbin:/usr/local/bin:/usr/local/sbin"

in config.h in my Solaris and Digital UNIX builds when I use it.  What
platform are you trying to configure for?
