OpenSSH-3.1p1 strips binaries by default - can not disbale

Greetings,

        As the subject states "OpenSSH-3.1p1 strips binaries by
default" and there is no ./configure --disable-strip or the like. In
fact the "-s" to install are hardcoded into Makefile.in.

        Other distributions which support --disable-strip have a
variable like ${STRIP} where the current "-s" hardcode is, which means
even if the ./configure option is not present, it is simple to disable
at "make install" time
