make install fails with current CVS due to commented out target

Solaris x86 8
autoconf 2.57

autoconf; autoheader; ./configure ....; make

all goes fine

make install fails on Ssh.bin. scard/Makefile has a commented out target 
for it - is there some reason for the target being commented out?
