Today's code from the git repo with UsePrivilegeSeparation option
removed tested on Cygwin.  It compiles OOTB and the testsuite runs
successfully.

However, the removal of UsePrivilegeSeparation requires a patch to
Cygwin's ssh-host-config script.  Patch attached.
