LogLevel debug2 handshake logging only on some logins, not on every login of a user

Do you mean the ssh client option ControlMaster ("Enables the sharing of multiple sessions over a single network connection") ?
I cannot control what options the clients use.

In sshd_config I have not set MaxSessions ("Specifies the maximum number of open sessions permitted per network connection.  The default is 10.")
so it should default to 10.
