Support TCPKeepAlive=all and zstd compression, for 10.0p1

Another change from Damien's patch:

I made TCPKeepAlive=yes same as TCPKeepAlive=all and kept it as default
(while also allowing TCPKeepAlive=transport), so users of the patched
software would enjoy the benefits without re-configuration.

My patches against version (Debian version of) 10.0p1 attached. These
patches include the changes to support zstd compression (bug 2888),
hoping both will be adopted in some future version. (If needed, could
maybe produce patches for just the TCPKeepAlive=all issue.)
