Single line fix

This patch fixes the issue, but requires running ssh-keygen -K again to
re-generate the ssh key files.

The intent behind forbidding internal UV devices such as Yubikey BIO
from having the UV required flag properly represented in the ssh key
file was unclear.

If this single line change breaks something, the longer previous patch
might be useful as a work around.
