COMPATIBILITY: AllowHosts/DenyHosts/SilentDeny not supported

use /etc/hosts.allow and friends for AllowHosts and DenyHosts

SilentDeny is not really needed.

openssh does not try to emulate all of the features of the
commercial versions. we don't want to bloat openssh.
