Install bug in Makefile.in

Hello,

There is a bug in the Makefile.in distributed with OpenSSH-2.2.0p1: it
refers to mkinstalldirs as "./mkinstalldirs" whereas it should use
"$(top_srcdir)/mkinstalldirs". This bug prevents "make install" to work
if the build directory is not the same as the source directory.
