After a little checking I found in /usr/local/etc/sshd_config:
#Subsystem sftp /usr/local/sbin/sftpd
If I uncomment that line, and restart sshd then the scp2 connection
will fail promptly as it should. Even though (because?) sftp is
not on that host.
Maybe this should be the default?
