PATCH: OSSH 2.5.2p2 Makefile rebuilds manpages and configfiles every time

The following patch has been tested against Sun Make and GNU Make, and 
allows openssh to be installed without rebuilding manpages and configfiles 
every time. This is especially important when "make install" is run as 
root, and root does not have write access to the buid directory.
