You post the diff file to the list (or a URL posting to the diff file if
it is big).  Then it gets ripped apart by the OpenSSH Portable group.. And
slowly merged in.

As for release schedule.. It has never been set in stone except for the 6
month release (mirroring the OpenBSD release).
