Because those files were owned by UID 500 on the system on which the
source RPM package was built, and your version of RPM doesn't handle
that properly.
Get an updated RPM for your system. Either this one:
ftp://ftp.rpm.org/pub/rpm/dist/rpm-3.0.x/rpm-3.0.6-6x.i386.rpm
ftp://ftp.rpm.org/pub/rpm/dist/rpm-3.0.x/rpm-*-3.0.6-6x.i386.rpm
or this one:
http://www.redhat.com/support/errata/RHEA-2001-015.html
http://www.redhat.com/support/errata/RHEA-2001-016.html
They should work fine.
(And if you haven't applied any updates to your system, i'm not sure
you're building OpenSSH, because your system already has holes big
enough to drive a truck through. Consider applying some of the other
Red Hat Linux 6.x updates as well.)
