Porting OpenSSH 2.9.9p2 to Dynix V4.4.4

USE_UTMP and USE_UTMPX and USE_WTMP are set in config.h (correctly).  

UseLogin is just a variable to allow sshd to ignore /etc/nologin.
Just FYI, it's not set.
