Porting OpenSSH 2.9.9p2 to Dynix V4.4.4

Okay...  :)

	I was wrong.  UseLogin was indeed set, and unsetting it fixed my
problem.  :)  Thank you VERY much.  Apparently I need to go figger out what
UseLogin actually does.  :)
