program-prefix does not work

It is quite often used to have things like the GNU version of tar installed
as gtar rather than tar.  This is different to where the binaries get placed.

For OpenSSH I could see people using it to install the binaries with
a prefix of open eg:
	openssh
	openscp
	opensftp
	opensshd
