program-prefix does not work

We are using it to prefix our installation with "ayr-" in a manner that 
can coexist transparently with previous ssh installations, so that is

/etc/ayr-ssh
/usr/lib/ayr-ssh
${HOME}/.ayr-ssh
ayr-ssh
ayr-sshd
...
