[Bug 3] sshd fails to close open file descriptors when forking

This is a nice example of why I'm so confused about what's going on with
my "ssh hangs on exit"  problem... there seem to be at least two similar
problems occurring here, and it's not clear which one mine is, and which
one(s) is(are) fixed or not.
