passexpire16: AIX & /etc/shadow password expiry

Equivalent patch against 3.5p1 at
http://www.zip.com.au/~dtucker/openssh/openssh-3.5p1-passexpire16.patch.

Eliminates double call of generate_login_message() when authentication is
postponed.
