Have a look at contrib/solaris/buildpkg.sh in your OpenSSH source
directory, it does much of what you describe.

Apart from that, you have a Solaris packaging question not an OpenSSH
question.  I suggest you check out some Solaris resources.  I'd start with
www.sunhelp.org and www.sunfreeware.com/pkgadd.html.
