Without the hooks, with the current OpenSSH integration: (copied from their
HOWTO)
- lack of complete accounting 
- lack of process control (reprioritization)

Reprioritization -> the nice level of the job changes depending on how many
"shares" the job owner has. The shares is calculated in realtime.
