FW: pam headers not found : openssh3.8p1 install fails

Pl. help!!

I am installing Openssh3.8p1 on RH7.2.
Configure fails with error:
"configure: error: PAM headers not found"

Command used to configure:
./configure --prefix=/usr/local/openssh 
            --sysconfdir=/etc/openssh 
            --with-pam 
            --with-ssl-dir=/usr/local/openssl
