Cygwin is probably your best solution for OpenSSH under Windows.
However, if you want a more minimal solution then you may want to look
at CopSSH http://www.itefix.no/i2/node/27. Its a port of OpenSSH which
uses a minimal Cygwin environment in straightforward installer package.
