Why would it need to be included in OpenSSH core?  What's wrong with
having it as a separate package?  

I agree that the ruby dependency might make some sysadmins
uncomfortable, but that's a reason to rewrite it without the ruby
dependency (C or Perl would probably be more acceptable to a wider
group of sysadmins).  I don't see it as a reason to include it in
OpenSSH itself.  Discrete packages are a good thing.
