5.1p1 and X11 forwarding failing

"X11UseLocalhost no" just solved the problem. I
noticed our 4.4p1 install used that (just now).
Now to go off and figure out why.
Xwin.exe (Cygwin) has full permission to accept
connections from trusted and untrusted sources.
