This should be enough.
Depending on how syslogd on the IBM system is configured,
these three files should be of interest.

/tmp/sshd?.stdout.
/tmp/sshd?.stderr

and /tmp/log

The name of the last can be gleaned from the parameters passed to the
STC which starts syslogd.
the name of the first two should be in the STC which starts SSHD.
Not sure why your sshd_config has a BSD reference in it.
perhaps a hold over from the port of SSH to MVS(which I'm assuming this is).

the answer should be in the log created by syslogd.
