Suggestion for openssh

I know this is hard....
I do not have idea how to do it, but imagine the difficulty.

I use many ways for acess to ssh.
- Some users can acess by ssh normally.
- Others can just by sftp (I'd like scp, but without rssh, mysecureshell,
scponly) and with chroot, just for transfers.
- Others acounts are blocked in DennyHost, but should  login by "su -
[user].
- Denny users login, but allow authentication(Example: command bbcp use ssh
authentication).
- etc...
I already use another tools for this, with ssh.

Remember, this is just one suggestion.
